1. Titles of Books, Journals, Newspapers, Articles, Lectures, Pamphlets, Chapters, Sections, and so on (in the text, not the reference list): Do not capitalize prepositions of any length UNLESS they are

    a. part of a phrasal verb*, e.g., 
       Doing Without the Extras: An Approach to Fiscal Management

*A phrasal verb is a verb+preposition (e.g., bring up), verb+adverb (e.g., look after), or verb+preposition+adverb (e.g., get off to) combination where the preposition and/or adverb is essential to the meaning
